Get a properties dialog for the passed session. If one already exists it will be brought to the front. If one doesn't exist it will be created. @param session The session that user has request property dialog for. @param tabNameToSelect The name (title) of the Tab to select. First Tab will be selectedif tabNameToSelect is null or doesnt match any tab. @param tabNameToSelect @throws IllegalArgumentException Thrown if a null ISession passed.
